disproportionately

affect vulnerable

intimidation

and violence, 

while fostering

trust

collaboration 

between

law enforcement 

and

the communities

they serve.

 

3. Support

for Vulnerable

Groups:

Strengthening

support systems 

for those

who face 

the greatest

challenges, 

including

women,

the elderly,

people

with disabilities, 

people

at risk of racism,

intolerance,

homophobia,

scapegoating,

LGBTQ+ individuals,

renters, 

homeless people,

as well

as homeowners,

to ensure they have 

the resources 

and protections

they need.

Policy Making:
