SODERSTROM
FOR
MAYOR
Here's
a description
of such
Constabulary
districts,
considering
both mounted
and non-mounted scenarios:
Deputized
Self-Funded Constabulary:
1. Residential and Business Integration:
These districts,
like
the private
office buildings
of Montgomery Street,
are characterized
by a harmonious
integration
of business
and residential
spaces,
fostering
the private development
of a mixed-use
environment.
The combination
of commercial establishments
and residential
properties
necessitates
a comprehensive
approach
to public safety
to address
the diverse needs
of both sectors.
2. Deputized
Self-Funding:
A mounted Constabulary
in these commercial
and financial districts,
is majorly
or wholly funded,
by private districts ,
businesses,
and possibly
residents
through
a deputized structure.
This funding model
enables the district
to improve public safety
with too high a population density
in such a localized streetscape
for traditional motorized
public law enforcement
to provide.
3. Improved
public safety
response :
Privately funded
mounted,
and deputized
public safety
officers,
offer better
awareness
and engagement
with the public,
a more responsive
and low-key approach
to public safety.
4. Mounted Law Enforcement:
In high density
commercial districts,
mounted public safety constables
enhance visibility
and access
to the presence
of public safety
response.
Mounted units,
whether on horses
or smaller ponies,
offer elevated
vantage points,
and community
engagement,
fostering positive relationships.
Considerations
for Mounted Constabulary:
1. Community
Engagement:
A mounted
constabulary
offers a unique
opportunity
for positive
interactions
between
public safety
and the local
community,
fostering trust
and engagement
of neighbors
and visitors alike.
2. Versatility:
Horses,
and
particularly ponies,
with
smaller stature
officers,
attract a more
inclusive pool
of people
of all sizes
and backgrounds
to recruitment
efforts.
This offers
versatility
in navigating
more intimate
city streetscapes,
whether
it’s Union Square
or the financial district
of narrow
Montgomery Street.
This makes them
suitable
for both
commercial
tourist districts
or the gentrification
of the Wall Street
of the West’s
Montgomery Street's
private and empty
high-cost,
elevator-only
office space,
including
maintenance
costs,
that doesn’t
lend itself
to affordable
solutions
to our housing
crisis,
BUT can provide
unaffordable
housing,
in the form
of full floorplates,
to keep
OTHER
neighborhoods
from gentrifying
and radically
changing instead.
Requirements
for Consideration
-
Training and Care:
Rigorous training
for both officers
and equestrian
caregivers,
including full
veterinary
doctors,
and nurturing
and involved staff,
is crucial
to ensure safe
and attentive,
humane,
restful equine care
for both
the ponies’ days off
and when they
get home
from their days
among the public.
Excellent care
facilities
for retired
and active ponies
alike,
including stables
and pasture
for ponies to relax,
rest and run
must and shall be
in place,
with children,
recovering
from trauma,
among many
who keep an eye
on the emotional
wellbeing
of these
very empathetic
and kind creatures.
2. Public engagement :
Public engagement,
including tourists
and visitors,
with our mounted constabulary
and mounted police
and mounted sheriffs
(for public institutions
and offices)
can contribute
positively
to public safety
and civil peace,
emphasizing
a commitment
to our
communities’s
needs,
including feeling safe,
through high-visibility
and responsive
engagement
with the public
and visitors alike.
3. Legal
Considerations:
Legal frameworks
and agreements
shall be established
and ratified
to define the roles,
responsibilities,
and jurisdiction
of the deputized
public safety
constables
in collaboration
with other
public agencies
and
law enforcement
officials.
4. Communication
The success
of such districts
lies in
a collaborative
approach,
with
open
communication
between
residents,
commercial
establishments
and
public safety
officers,
as well as
elected
officials,
accountable
to their public
who elected them.
5. Implementation
Implementing
comprehensive
public safety
whether mounted
or vehicular
and non-mounted,
contributes
to the overall
well-being
and personal safety
in neighborhoods.
